There is no comprehensive, global multilateral investment treaty. Efforts made, e.g., by OECD or WTO, to that end have not been successful.
Apart from sector-specific instruments, such as the Energy Charter Treaty, regional multilateral investment treaties, such as the Trans-Pacific Treaty, have made headlines. EU Integration itself started as a regional pact for, inter alia, cross-border investment. Time will tell whether other regions of the world will be able to unleash similar convergence through regional investment treaties.
